Robin M. Weinick, PhD is an associate director of RAND Health, one of the largest private health research groups in the world and RAND’s largest operating division. Her specific areas of responsibility include RAND Health’s contract business line, managing policy and processes related to bid decisions, procurement, and administration of government and nonprofit contracts, with an emphasis on contracts with the Department of Health and Human Services. She also plays a key role in research staff recruitment and development, as well as business planning. As RAND Health’s senior leader on the East Coast, she frequently represents the unit in discussions with key contacts in government agencies, non-profits, and non-governmental entities based in the National Capitol region.
Dr. Weinick is also a senior social scientist at RAND. Her research focuses on improving the quality of medical care in the U.S., with emphasis on developing and evaluating practical tools for use in the healthcare system, the development and use of measures for monitoring the status of healthcare, and supporting their use in driving both health system improvement and public policy initiatives. In addition, Dr. Weinick has an interest in the organization and delivery of healthcare in a variety of settings, in providing technical assistance for implementing change programs and the evaluation of such efforts, and in efforts to reduce healthcare disparities.
Dr. Weinick’s projects have included extensive quantitative and qualitative work, including the design and implementation of the Medical Expenditure Panel Survey; vignette studies of racial/ethnic disparities in responses to CAHPS survey questions; assessments retail clinics and urgent care centers, and interviews with hospital executives regarding the impact of pay-for-performance on racial/ethnic disparities in care. Her technical assistance and implementation work includes supporting and evaluating the impact of quality improvement efforts in hospitals and small primary care practices, guidance regarding implementing provisions of Massachusetts Medicaid pay-for-performance program, and the development of emergency department triage training materials, and leading the development of Creating Equity Reports: A Guide for Hospitals, which provides tools to help hospitals assess and understand racial/ethnic disparities in their performance measures.
Dr. Weinick’s current projects include leadership of a multi-million dollar initiative to identify and evaluate programs to support psychological health among members of the military, and leading the development, testing, and implementation of patient experiences of care surveys within accountable care organizations and physician group practices.
Dr. Weinick has extensive experience managing large, complex projects with diverse partnerships. She brings more than 17 years of research leadership on projects individually valued at more than $8 million, and is a recognized expert in the evaluation of public programs, particularly those related to quality and and disparities in healthcare. Prior to joining RAND, Dr. Weinick was a senior scientist in the Institute for Health Policy at Massachusetts General Hospital and an assistant professor of Medicine at Harvard Medical School. She has a 10-year history of federal service in a variety of positions at the Agency for Healthcare Research and Quality, and holds a PhD from the Johns Hopkins University School of Public Health.
